Pelik tapi Benar.. Awal Perjanjian RM1.7 Billion kini RM7.5 Billion dan Zahid pun tak tahu...

Pelik tapi benar.. pada 22 Februari 2011 yang lalu sebuah Firma indusri pertahanan Turki iaitu FNSS telah menandatangani satu perjanjian untuk menjual Armored Personnel Carriers (APCs) kepada Firma Malaysia iaitu DEFTECH untuk dibekalkan kepada Angkatan Tentera Malaysia.


Majlis menandatangani perjanjian tersebut telah disaksikan oleh Menteri Pertahanan Turki, Vecdi Gonul dan juga Menteri Pertahanan Malaysia, Zahid Hamidi.

Dalam perjanjian yang bernilai $600 Juta itu, Firma Turki FNSS akan menjalankan kerja-kerja merekabentuk, membina dan mengeluarkan sebanyak 257 ‘Armored Personnel Carriers’ untuk Malaysia.

USD$559 Juta bersamaan dengan RM1.756.29 Juta atau RM1.756 Billion, jika nilai pertukaran USD1 bersamaan dengan RM 3.14184 digunakan.

Yang peliknya ialah.. perjanjian yang pada asalnya memerlukan Kerajaan Malaysia membayar sebanyak RM1.756 Billion untuk 257 APC itu kini telah meningkat menjadi RM7.55 Billion untuk jumlah kenderaan yang sama.

Lebih pelik lagi Zahid Hamidi yang menjadi Menteri Pertahanan yang dilaporkan telah menyaksikan perjanjian tersebut dalam jawapan bertulisnya kepada Tony Pua mengatakan Kementerian Pertahanan tiada maklumat tentang perjanjian antara FNSS dan Deftech tersebut, oleh itu soalan oleh Tony Pua bukan dalam pengetahuan Kementerian Pertahanan.

Pelik bukan.. pada February harga untuk 257 APC tersebut RM1.756 Billion hanya lapan bulan kemudian ianya telah melonjak menjadi RM7.55 Billion dan Zahid Hamidi yang menyaksikan perjanjian ditanda tangani pun tak tahu..

RM7.55 bil armoured carriers: DAP goes ballistic

KUALA LUMPUR: Under a new agreement, the government will pay RM7.55 billion for 257 armored personnel carriers (APCs), four times more for the same deal made earlier this year.

However, the government claims to have no knowledge of the February deal for 257 Turkish Pars 8×8 APCs, which at the time, cost US$559 million (RM1.749 billion).

This irked DAP’s PJ Utara MP Tony Pua, who launched an attack on the government.

“Minister of Defence Ahmad Zahid Hamidi was there to witness the signing between (Turkish company) FNSS and (Malaysian company) Deftech,” he said.

Speaking to reporters in Parliament, he said the difference in price is so big that a responsible government must ask, “What are the differences that make up the gap (between the two prices)?”

On Oct 18, Pua asked the defence minister in Parliament why the government was willing to spend RM7.8 billion for the 257 APCs.

In a written response, Zahid replied: “The finalised price for the procurement of 257 APCs is RM7.55 billion for a period of seven years from 2011 to 2018, and not RM7.8 billion as said.”

“The Defence Ministry has no information over the 257 APCs by Deftech… with Turkey’s FNSS for the price of US$559 million. Therefore, the question is out of the ministry’s knowledge.”

According to a Jun 3 BAE Systems news release, military equipment manufacturer FNSS signed a US$559-million letter of offer and acceptance from Deftech Sdn Bhd for the design, development and building of the 257 APCs.

The release said that the APC, based on FNSS’s PARS 8×8, would be manufactured by Malaysia’s Deftech.

It added that FNSS and Deftech previously delivered 211 ADNAN Armored Combat Vehicles (ACV) and eight 120mm ACV Mortar Carriers to the Malaysian Armed Forces.

A separate contract involving the delivery of 48 additional ADNAN ACVs, the release added, was going to be completed.

According to its website, Deftech is a wholly-owned subsidiary of DRB-HICOM Bhd.
